It's only when the cannabinoid is heated that it becomes delta 9 THC, which is the same delta 9 present abundantly in cannabis. This means that THC's effects, including its psychoactive capabilities and its effects on mood and pain levels, can all
be derived from THC-A flower.

THC-A is also legal, as federal law only prohibits high concentrations
of delta 9 THC, making no mention of THC-A itself."
